Public Policy is a decisive act and not to act for the public interest. With 21st-century challenges through the VUCA-H world, the way it is formulated and analyzed demands a radical shift in change towards its approaches. In contextualizing His Majesty’s Vision, Aspirations of Bhutanese and global scenarios in the applying Knowledge, Skills, Attitude and Values towards formulating and analyzing issues concerning the public. The Constitution in Article 9.1. and 9.2. The Principle of State Policy requires “to ensure a good quality of life for the people of Bhutan in a progressive and prosperous country that is committed to peace and amity in the world” thereto “Promote those conditions that will enable the pursuit of Gross National Happiness''. Additionally, Bhutan and His Majesty the Kings envisioned Gross National Happiness (GNH) as a balanced development approach to achieving a sustainable, just and harmonious society. Any person, especially civil servants engaged in policy and planning processes must have knowledge, skills, ability, and values (KSAV) to understand, analyze and apply in streamlining governance in public policies. Thus, the module is designed for FIT_AS in ensuring pre-civil service trainees who will soon play an important role in planning, designing, analyzing, influencing, and implementing policy. Subsequently, with an intent to align and adapt to the VUCAH world, The Royal Visions and ongoing civil servant and other reforms impacting GNH-based economy, environment, governance, finance, markets and well-being of the society cross-cutting gender, climate change, disaster, vulnerabilities and GNH domains.
